**ORGANIZATIONAL CONTEXT**:
**BACKGROUND OF ASSIGNMENT
The General Assembly adopted resolution (71/243) on the QCPR of UN operational activities for development in 2016.
This resolution guides the UN development system (UNDS) in implementation of the 2030 Agenda for Sustainable Development, towards an effective, efficient and coherent UNDS.
It further serves as the basis for the Secretary-General's (SG) comprehensive reform agenda.
The Corporate Performance and Planning Division (CPP) in WFP was created to strengthen WFP's capacity to implement its Strategic Plan, to measure our impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the organization.
CPP coordinates and supports the implementation and roll-out of the Strategic Plan throughout the organization.
CPP is also tasked with identifying measures of success and with reporting corporately on progress, results and lessons learned across all WFP operations, demonstrating the impact of WFP's food assistance on the lives of beneficiaries.
CPP is the custodian and the validator of the Corporate Results Framework which unifies in one document the programme monitoring and management performance measurements.
**KEY FUNCTIONAL RESPONSIBILITIES
Embedding performance and risk management: CPP has corporate responsibility to embed integrated performance and risk management in WFP's operations, inform decision making in a decentralized environment and foster learning.
In so doing CPP builds on the lessons learned and best practices of previous results-based management and risk management experiences in close collaboration with the Enterprise Risk Management (ERM) division.
Providing normative guidance for operational monitoring and evaluation: CPP is responsible for establishing and maintaining standards, guidelines and a system for operational monitoring and reporting supported by decentralized evaluations in line with WFPs corporate performance management system as well as its monitoring and evaluation strategy.
CPP promotes dialogue to sensitize internal stakeholders on performance management and accountability issues.
CPP seeks to fulfil its mandate in an inclusive and consultative manner to promote learning lessons from implementation, influencing project design and monitoring, management of programmes, as well as standards and systems development.
**STANDARD MINIMUM QUALIFICATIONS**:

**Education
- Advanced University degree in Political Science, International Development, International relations or related fields.
**Experience
- Prior experience with WFP and/or the UN system, or humanitarian/development field experience is indispensable for at least 8 years.
Demonstrated knowledge of the UN system, and high level writer is required, including under policy writing.
Knowledge of the Grand Bargain Commitment and the broader Development Effectiveness agenda should be referenced.
**Language Requirements
- Strong written and spoken English skills.
- Knowledge of another UN official language is an advantage.
**JOB PURPOSE**:
WFP assess its effectiveness, efficiency and coherence towards UN reform commitments at different levels and has a commitment to adapt its system and report against results.
Given the increasing engagements and initiatives in relation to planning, monitoring and reporting and its implication for WFP's specific systems, a UN Reform Officer based in the CPP Division, CPPP Branch, will be recruited to:
- coordinate the compliance with UN and humanitarian reform related reporting requirements (i. e.
proactively managing and finalizing mandatory reports and surveys),
- provide analysis and policy advice to WFP on positionings in relation to decisions on UN reporting systems at inter-agency level under the coordination of DCO, DESA, OCHA, etc.
and
- provide analyses and policy advice on adaptation of WFP's systems to better align with the UN and other partners.
S/he will have a proven ability to work independently and act under pressure and with discretion in a sensitive and challenging environment.
